The Non-Governmental Organizations (NGO) Board of Malawi is a Statutory Body established by Section 6 of the Non-Governmental Organizations Act 2001. The mandate of the Board is to register and regulate operations of all NGOs in the country.  In order to fulfil this mandate, the board invites applications from qualified candidates to fill the following posts:

  1. DIRECTOR OF FINANCE AND ADMINISTRATION

To oversee all financial, human, intellectual and social relationships capital of the NGO Board and drive the Board’s financial strategy and planning. The successful candidate will be responsible for assessing the financial performance of the Board as well as analyzing possible risks and investments with the objective of achieving long term sustainability.  

Duties and responsibilities

  1. Driving the financial planning of the Board by analyzing its performance and risks
  2. Retaining constant awareness of the Board’s financial position and act to prevent problems
  3. Setting up and overseeing the Board’s IT systems
  4. Setting targets for and supervise all finance and administration personnel
  5. Overseeing audit on internal control operations
  6. Developing the Board’s fundraising strategy and manage relationships with partners and the NGO fraternity
  7. Preparing timely and detailed reports on financial performance on a quarterly and annual basis
  8. Conducting analysis to make forecasts and reports to Executive Management and the Board of directors
  9. Ensuring adherence to the Public Finance management Act; Public Procurement and Asset Disposal Act and other laws and guidelines
  10. Performing any other duties relevant to the post

Minimum qualification requirements

  1. Master’s degree in Accounting/Finance or Business Administration
  2. Full professional qualification such as ACCA, CPA, CIMA or ACA
  3. At least 5 years working experience at senior management level in a quasi-Government institution.

2. COMPLIANCE MANAGER

The main role of the compliance Manager will be to ensure that the NGO Act and relevant regulations are adhered to by all NGOs; stakeholders and the Board.

Duties and Responsibilities

  1. Ensuring all NGOs and relevant stakeholders comply to the provisions of the NGO Act, NGO Regulations, NGO Policy and all relevant laws, policies and procedures
  2. Maintaining a database of NGOs and monitor compliance trends of NGOs for Board decision making
  3. Facilitating registration of NGOs
  4. Preparing institutional reports on key performance indicators for the Board and other relevant stakeholders
  5. Completing quarterly and annual reviews to monitor adherence to rules and regulations by NGOs
  6. Evaluating NGOs and stakeholders’ knowledge and raise awareness on NGO regulations and policies.
  7. Contributing towards development /review of guidelines and regulations for the Board based on the NGO law and other relevant laws
  8. Representing the Board on legal, regulation and policy matters in close collaboration with Ministries, Departments and Agencies.
  9. Performing any other duties relevant to the post

Minimum qualification requirements

  1. Degree in Business Administration/Social Science/Law,  
  2. Those with additional qualifications will have added advantage
  3. At least 5 years working experience at senior management level

3. PROCUREMENT OFFICER

The procurement Officer will be primarily responsible for management of daily procurement activities reporting to Director Finance and Administration.

Duties and responsibilities

  1. Coordinating procurement activities with compliance to PPDA Act and Regulations, Board procurement and disposal of asset policy and professional best practices
  2. Preparation of annual procurement plan and submission to relevant authorities
  3. Preparation and review of bidding documents for procurement of goods, services and works
  4. Preparation of monthly, quarterly and annual reports of all procurements and submission of such reports to relevant authorities  
  5. Ensuring that all documents relating to procurement are properly filed for easy retrieval
  6. Establish procedures for procurement contract administration and ensuring that all contracts are properly managed
  7. Prepare evaluation reports and contracts for successful bidders
  8. Updating management from time to time any changes to the public procurement requirements in liaison with the Finance Manager
  9. Performing any other duties relevant to the post

Minimum qualification requirements

  1. Degree in Procurement and Logistics management from a recognize University plus Diploma of Chartered Institute of Purchasers and Supply (CIPS)
  2. At least 5 years working experience in a similar position
  3. Must be a member of Malawi Institute of Procurement and Supply (MIPS)

  • FINANCE OFFICER – REVENUE

The Finance Officer-Revenue will be primarily responsible for revenue collection under the supervision of the Finance Manager.

Duties and responsibilities

  1. Liaising with NGOs to provide accurate and timely information in an efficient manner in regard to the Fees Regulations
  2. Preparing monthly reconciliation of the receivables account and following-up with overdue/unpaid NGOs
  3. Preparing of invoices and receipts to all NGOs and ensuring that the information is up to date and accurate
  4. Maintaining a revenue ledger of the Board to ensure adherence of NGOs to the Fees Regulations
  5. Reconciling NGO data provided through myNGO with an actual generated invoice and proof of payment submitted by an NGO to its audited financial statements to ensure correct payment of fees
  6. Reconciling deposits submitted by NGOs with banks and ensuring all payments are recorded in the accounting system
  7. Ensuring that deposit slips with duplicate receipts are properly filed in date sequence and per bank
  8. Providing trend analysis of revenue collection in liaison with the Finance Manager
  9. Reporting revenue performance on weekly/monthly and quarterly basis to the Finance Manager and identify areas requiring improvement.
  10. Performing any other duties relevant to the post

Minimum qualification requirements

1. Degree in Accounting/Finance 

2. Those with part 2 professional qualification such as ACCA, CPA, CIMA or ACA will have   an added advantage

3.  At least 2 years working experience in a similar position

4.  Must be a member of Institute of Chartered Accountants in Malawi (ICAM)

  • DRIVERS 2 POSITIONS

The driver will be primarily responsible for driving and making NGO monitoring errands in line with transport and other policies of the Board. The positions are tenable in Blantyre and Mzuzu under the supervision of Administration Officer.

Duties and Responsibilities

  1. Ensuring that all NGO Board Vehicles are road worthy i.e. checking insurance and COF
  2. Arranging timely service and repair of all Board vehicles
  3. Maintaining vehicle log books and issuing monthly reports
  4. Ensuring that vehicles are clean and tidy
  5. Driving members of staff on official business
  6. Delivering mail as assigned from time to time
  7. Other duties assigned from time to time by management

Minimum qualification requirements

1. Malawi School Certificate of Education 

2.  At least 5 years working experience in a similar position.

3.  Must have a valid driving license

Additional skills and abilities

1. Good knowledge of defensive driving

2. Able to write and confidently speak English

3. Able to work in a team and focus on results
